The legal people I've spoken to say that SEC cases can take forever to investigate. If you check the litigation site, many cases just now getting litigated started 3 to 5 years ago. At the time the Order of Investigation was signed, the estimate given to me was from 18 months to 3 years.
Plus, it's entirely possible for the investigation to simply go nowhere at all and never be heard from again.
