Also in Washington, the EPA is accepting comments for 30 days on the requests by the Governor of Texas to waive the Renewable Fuel Standard. More information on the request and how to comment is here. The EPA is required to respond by July 25, according to the 2007 Energy Independence and Security Act.

Texas Governor Rick Perry requested a 50 per cent waiver from the federal renewable fuel standard as a response to rapidly rising food prices. “We appreciate the good intentions behind the push for renewable fuels,” Perry said in a statement. “In fact, we’re diversifying our state’s energy portfolio at a rapid rate, but this misguided mandate is significantly affecting Texans’ family food bill. There are multiple factors contributing to our skyrocketing grocery prices, but a waiver of RFS levels is the best, quickest way to reduce those costs before permanent damage is done.”

“Ultimately, food prices are reaching high levels, so we’re looking at this as an option for reducing that burden,” said Allison Castle, a spokeswoman for Gov. Perry, told cattlenetwork.com. State have sought temporary waivers from EPA mandates in the past, but this is one of the first permanent waivers, and may cause ethanol quotas for other states to increase.

The Renewable Fuel Standard, and state biofuels mandates, have come under increasing scrutiny since the passage of the Energy Security and Independence Act over food price concerns.
Actually, that's where I started (Biofuels Digest)....I just went a little further to find Gov Perry's letter to the EPA....

This was a stunning presentation, thanks for sharing it.

I'm assuming you and the narrator meant the most important ASTRONOMICAL image ever taken...

The most important IMAGE ever taken period happens to be hanging on the wall in my office (who knew?).

It's our family photo... the one with my wife of 32 years and four children, now all grown up. It is THIS photo that brings true meaning and perspective to the cosmos.

Challenging and tweaking perspective... what a GREAT way to start the day...

Oh, and one more thing. If it IS our leaders that are primarily responsible for OUR policies and where WE are at this moment, then, that makes it OUR fault for voting these people in term after term. What are WE thinking and when will we summon enough gumption and awareness to rise up, hold these so-called leaders accountable, and THROW THE INCUMBENT BUMS OUT ?!?

While you are exactly right, you don't go far enough. Why haven't our leaders lead. Why are we boggened down, and can't do anything. Because the special interst groups, and legal system won't allow progress, because it doesn't serve their narrow interests. In other words, new refineries might be good for America, but they might have an accident within the next 1000 yrs, so why take the chance. Nuclear could solve a lot of our problems, but lawyers have tied up the Yucca mountians for yrs, and will continue to do so, as long as they are making money from the special interests who wish to block nuclear power, such as people who have vested interest in oil, or alternative energy. It is getting to the point in this country, where it is necessary that every form of energy should be exploited, including not just nuclear, but conservation, ANWAR, off shore drilling, CTL, biofuels, etc.

And we are letting people who don't like us, influence our decisions. For instance, we have a lot of food in this country. But we are letting the elites in the U.S. and Europe, say the farmers, with their high prices are causing starvation in Africa. Hogwash, the farmers deserve a chance to make money, just like the elites do. Why don't the elites ask OPEC, since they are awash in petro dollars, to fund more food for Africa. Oh, I'm, sorry then they couldn't blame the U.S. for the worlds problems. Now the UN is setting up a commision to investigate racism in this country, incidentally just when their favorite, another elitist, also an African American is running for president. The UN is going to try and use the pretext of if you don't vote for Obama, you are a racist, to influence the election.

New Ethanol Legislation Could Hit Hard

Texas Senator Kay Bailey Hutchinson introduced legislation earlier this week to freeze the federal mandate for corn-based ethanol at this year's current level of 9 billion gallons. The Republican insisted that her legislation allowed for adjustments to the standard to transition to a more realistic and sustainable source that does not rely on "food for fuel" - a slogan that has become an all-to-popular phrase these days.

This proposed legislation could substantially reduce the demand for ethanol and hurt companies like VeraSun Energy Corporation (NYSE: VSE) and Pacific Ethanol (NDAQ: PEIX). These companies rely on current legislation that calls for annual increase in the amount of domestic ethanol from 4.7 billion gallons in 2007 to 15 billion in 1015 and 36 billion in 2022. Any changes in these requirements would have negative consequences.

Many people - including government officials - falsely believe that ethanol is produced from corn that could be used for human consumption. In reality, the corn used for ethanol is the type used in animal feed and is not suitable for human consumption. Moreover, ethanol usage only accounts for some 10% of that corn crop. These facts have been used by many ethanol industry lobbyists in order to derail such "food cost" arguments.

However, there is some truth to the Senator's argument. The rise of ethanol has caused a dramatic rise in the price of corn due to traders' speculation. This has led to many farmers switching from other foods like wheat to produce corn instead. Obviously, the result was less production of other foods which led to higher prices (due to lower supply). So, the conclusions were somewhat correct despite the distorted reasoning.

VeraSun Energy and Pacific Ethanol may be safe for another day though: Very few bills that are proposed ever make it out of the Senate. Meanwhile, Hutchinson suggested that the bill could be added to the farm bill which is already slated for a presidential veto. And finally, refiner and ethanol lobbyists will both likely be opposed to such legislation and they carry some weight in Washington.

VeraSun Energy shares dropped $0.13, or 1.82%, to $7.01 in pre-market trading.

Pacific Ethanol shares dropped $0.30, or 5.31%, to $5.35 in pre-market trading after a sharp rise this week.
